Bill was born May 21, 1953 in New Albany, IN to Nolan (Chief) and Margaret (Spalding) Pavey. Bill was a graduate of Indiana University, where he earned his Bachelor of Science Degree in Business. While attending IUS he was a member of the Campus Activity Committee, Student Foundation Committee, and the Pi Kappa Alpha Fraternity. After graduating from college, Bill decided to enter in a career of law enforcement and attended the Indiana Law Enforcement Academy graduating January 30, 1981. Bill first served as a Park Ranger for the New Albany – Floyd County Department of Parks and Recreation for eight and a half years and then served as a New Albany Police Officer for twenty years.
Bill was a member of the Indiana University Alumni Association, The Fraternal Order of Police, Lee Deich Memorial Lodge #99, and The Indiana Retired Police and Firefighters Association. Bill was a member of the Tunnel Hill Christian Church and served as a deacon until his health would no longer permit him to fulfill his duties. Bill’s hobbies included collecting police departmental patches, target practicing and family genealogy.
Bill is survived by his wife Starr (Rightnour) Pavey of 32 years, his mother Margaret Pavey, his niece Charlie Nicole Coakley (Larry), nephew Christian Rightnour, brother-in-law Charles Rightnour (Kennette), many cousins, and friends.
Visitation will be held at Naville & Seabrook Funeral Home, 1119 East Market Street, New Albany, IN on Wednesday June 10th from 10am to 8pm and Thursday June 11th from 11am to 1pm with funeral services to follow at 1pm.
